Ohio State Penitentiary Inspection Brief Correctional Institution Inspection Committee February 9, 2013 Institution Profile Key Findings Youngstown, Ohio Levels 4 and 5 (maximum/supermax) security From 2010 to 2012, inmate-on-inmate assaults increased by two total; inmate-onstaff assaults increased by 400%. The rate of rule 19 (fight) convictions in 2012 was significantly lower than the DRC average. Population: 471 (as of 1/7/13) o Capacity: 504 o 67.5% Black, 31.4% White OSP reported zero disturbances since 2010. In late 2011, the Death Row population transferred from OSP to CCI. Additional Level 4/maximum security inmates were transferred to OSP, increasing its total population within the walls. In 2012, the OSP minimum camp closed. Inspection Overview Total uses of force increased by 135.7 percent between 2010 and 2012. Use of chemical agents increased by 357.1 percent. 55.6% of OSP’s population is STG-affiliated. OSP had the highest rate of rule 17 convictions in the DRC. Most inmates kept their cells clean and orderly. However, staff need to address cell security issues, such as inmates blocking windows to cells. Staff reported zero backlogs for patient appointments and zero staff vacancies in both medical and mental health services. Safety and Security: Good Health and Wellbeing: Good Inmates reported concerns regarding the quality of the food and the condition of the trays. Fair Treatment: Good Reentry and Rehabilitation: Acceptable Fiscal Accountability: Good The majority of inmates indicated that most staff conducted themselves professionally. Assaults A review of inmate disciplinary cases and the grievance procedure indicated that staff were diligent in following DRC policy. Inmate on Staff Inmate on Inmate 40 38 8 2010 7 13 2011 9 2012 Inmates have significant restrictions placed on their ability to work or engage in activities outside of their cells due to the high security environment. However, staff relayed several initiatives to increase access to programming. The GED passage rate is significantly higher than the DRC average.
